We are seeking a highly skilled Program Manager Lead to spearhead the delivery of a program of infrastructure projects focused on disaster mitigation, adaptation, and reconstruction. This role offers a unique opportunity to provide expert civil and engineering advice while collaborating with key stakeholders to ensure projects are executed efficiently and effectively.
About the Role
As the Program Manager Lead, you will:
- Manage a team of technical experts to oversee and ensure the successful delivery of reconstruction projects.
- Provide strategic direction and establish governance frameworks to align program objectives with the agency’s priorities.
- Develop and execute a comprehensive program of projects, optimizing resources and ensuring efficiency.
- Oversee all aspects of project development and implementation, including business cases, governance structures, resource management, and reporting requirements.
- Implement strategies for continuous program monitoring, risk management, and quality assurance to drive successful project outcomes.
- Foster strong relationships with stakeholders, providing expert advice and proactive issue resolution throughout the program lifecycle.
- Support councils and other delivery agencies in achieving efficient and effective reconstruction outcomes.
- Conduct research and provide evidence-based recommendations to enhance program planning and decision-making.

About You
To be successful in this role, you will have:
- A proven track record in client side program and project management within the infrastructure or reconstruction sector.
- Strong leadership skills, with experience managing complex projects and multiple stakeholders.
- Expertise in driving program efficiency, implementing best-practice methodologies, and ensuring compliance with government policies.
- Excellent problem-solving and decision-making abilities, with a proactive approach to risk and contingency management.
- Strong communication and negotiation skills to effectively engage with internal and external stakeholders.
- A commitment to delivering projects on time, within budget, and to the highest safety and quality standards.
Essential requirements:
- Tertiary qualifications or equivalent knowledge and experience in civil engineering, construction management or related fields.
- Demonstrated experience in the delivery management of projects and programs of work in a public infrastructure context.

About the Agency
The NSW Reconstruction Authority (the Authority) is a statutory corporation within Planning, Housing and Infrastructure. The Authority will improve how NSW plans for disasters and help communities to recover from them faster.
To reduce the severity and impacts of disasters, the Authority will complete critical planning and preparation with communities, NGOs, businesses, and government.
