Your role
As the Director, Service and Program Development, you are a senior executive responsible for leading the strategic design, accreditation, evaluation and continuous improvement of offender programs and services across Corrective Services NSW. You will shape the direction of rehabilitative, behavioural change and support programs delivered in custody and the community, ensuring they are evidence-based, effective and aligned with organisational priorities.
Through strong leadership and expert practice insight, you will drive system-wide outcomes, build capability across the organisation and lead innovation in program development to reduce reoffending and support safer communities.
What you’ll do
As the Director Service and Program Development, you will:
- Lead the strategic development and lifecycle of offender programs and services across CSNSW, driving outcomes that reduce reoffending and elevate programs.
- Oversee the design, accreditation, implementation and evaluation of behavioural, psychological and rehabilitative programs across custodial and community settings including end to end lifecycle ownership and portfolio stewardship.
- Ensure services and programs are evidence-based, working closely with research partners to evaluate effectiveness and inform continuous improvement.
- Shape and implement strategic program framework, aligning interventions to organisational priorities, cohort needs, emerging risks and community outcomes.
- Provide expert strategic advice to senior executives on program effectiveness, service design operational impact and emerging policy issues.
- Identify, test and implement innovative service and program approaches to improve rehabilitation, reintegration and reoffending outcomes.
- Lead and develop high-performing teams while managing significant resources, embedding strong governance, accountability and performance outcomes.

What we’re looking for
- Senior executive experience leading complex program, policy or service development functions, ideally within justice, human services or similarly complex environments.
- Values-based leader committed to integrity, inclusion and delivering impactful outcomes that support rehabilitation and safer communities.
- Demonstrated experience designing, developing and evaluating offender programs or interventions that deliver measurable behavioural change and reduce reoffending.
- Proven ability to lead large, geographically dispersed teams and develop senior leaders to strengthen organisational capability and succession planning.
- Strong experience applying evidence-based practice, research and evaluation to inform service design, continuous improvement and decision-making.
- Strategic thinker with a track record of driving innovation, reform and continuous improvement across programs and services.
- Exceptional communication, influencing and stakeholder engagement skills, with the ability to work effectively across government, research bodies and external partners.
- Highly developed financial and resource management capability, with experience overseeing significant budgets and achievement of organisational outcomes.

Corrective Services NSW delivers professional correctional services and programs to reduce reoffending and create safer communities. We manage inmates in custody and supervise offenders in the community, working closely with courts, releasing authorities and partner agencies to support rehabilitation, reintegration and community safety.
