- Clerk Grade 11/12 Salary ($145,378 - $168,130 per annum) plus employer’s contribution to superannuation and annual leave loading

About the Role
As the Manager Program Reform, you will play a pivotal role in delivering program review and reform initiatives within the Community Recovery Programs Branch. Your mission is to ensure our programs meet the needs of disaster-impacted communities and are aligned with government policies and priorities. You will lead collaborative efforts to develop responsive, on-ground approaches, ensuring that communities are prepared, resilient, and able to recover effectively.
Key Responsibilities:
- Manage program review and design for community recovery programs, including business case development, oversight of governance, administration, and delivery timelines.
- Lead cross-agency project teams to deliver program improvement initiatives.
- Develop and implement strategies for monitoring and evaluating funding programs to ensure outcomes are met and improvements are identified.
- Facilitate stakeholder engagement, consultation, and negotiation to support sound decision-making.
- Develop and deliver training through workshops, planning days, and direct support for new systems and resources introduced through reform.
- Build and maintain relationships across government and external stakeholders to inform and support program development.
- Oversee the preparation of reports, briefs, and correspondence to respond to agency and government requests.

About You
We are looking for a strategic and collaborative leader with a passion for program reform and community recovery. You have a strong background in managing change and implementing improvements, particularly within government frameworks.
Essential Knowledge and Experience:
- Extensive experience in managing change and leading reform projects.
- Proven experience in program evaluation, including monitoring outcomes of audits and evaluations.
- Solid knowledge of NSW legislative frameworks for funding program administration, such as the NSW Grants Administration Guide, procurement policies, and the Public Finance and Audit Act.
- Strong stakeholder engagement, consultation, and negotiation skills.
- Excellent communication and leadership abilities to guide teams and influence outcomes.
Essential requirements:
- Tertiary qualifications in a related discipline and/or demonstrated experience in delivering business improvement initiatives and coordination and associated activities
- Ability to synthesise complex material from multiple sources and provided analysis and advice
- Ability to work and manage a multi-disciplinary team and contractors.

About the Agency
The NSW Reconstruction Authority (the Authority) is a statutory corporation within Planning, Housing and Infrastructure. The Authority will improve how NSW plans for disasters and help communities to recover from them faster.
To reduce the severity and impacts of disasters, the Authority will complete critical planning and preparation with communities, NGOs, businesses, and government. When disaster does strike, we will get recovery started swiftly and coordinate reconstruction efforts across agencies, communities, and other stakeholders.
