  • Clerk Grade 11/12 Salary ($145,378 - $168,130 per annum) plus employer’s contribution to superannuation and annual leave loading.

 

Are you a strategic thinker with a passion for disaster recovery and emergency management? We are looking for a Manager Readiness, Policy & Plans to lead the development and implementation of initiatives that enhance our organisation’s readiness to support NSW communities in times of crisis. This role offers a unique opportunity to influence policy, strengthen operational capabilities, and contribute to whole-of-government recovery efforts.

 

About the Role
As the Manager Readiness, Policy & Plans, you will:

  • Lead and oversee project management initiatives to enhance the Authority’s capability in disaster recovery operations, including policy development, frameworks, and staff capability uplift.
  • Develop and implement strategies to ensure the Authority is prepared to lead and coordinate recovery efforts in line with the NSW Recovery Plan.
  • Manage internal processes for assessing and securing National Disaster Declarations (NDDs) efficiently and effectively.
  • Build and maintain strong relationships with internal and external stakeholders, ensuring effective collaboration and engagement.
  • Support broader agency efforts across prevention, preparedness, recovery, and reconstruction.
  • Represent the agency as a Liaison Officer in the State Emergency Operations Centre (SEOC), combat agency Incident Management Team (IMT), or Emergency Operations Centre (EOC) when required.
  • Lead and mentor a high-performing team, fostering a culture of continuous improvement and operational excellence.

About You

  • To be successful in this role, you will have:
  • Extensive experience managing large-scale operational projects within government.
  • Strong political and media awareness, with the ability to navigate complex environments.
  • A deep understanding of emergency and disaster recovery operations, particularly within a coordinating context.
  • Knowledge of National Disaster Declarations (NDDs) and/or Natural Disaster Funding Arrangements, or the ability to acquire it quickly.
  • Experience in developing and delivering training programs or exercises in an emergency management or disaster recovery setting.
  • Exceptional leadership skills, with the ability to guide, mentor, and inspire a team.

 

Essential requirements:

  • Tertiary qualifications in emergency management and/or demonstrated experience in emergency management, disaster recovery or operational decision making.

About the Agency
The NSW Reconstruction Authority (the Authority) is a statutory corporation within Planning, Housing and Infrastructure. The Authority will improve how NSW plans for disasters and help communities to recover from them faster.

To reduce the severity and impacts of disasters, the Authority will complete critical planning and preparation with communities, NGOs, businesses, and government. When disaster does strike, we will get recovery started swiftly and coordinate reconstruction efforts across agencies, communities, and other stakeholders.
