Employment type – Temporary full-time role for 12 months
Salary - $125,693.00 pa - $138,510.00 pa, plus employer's contribution to superannuation and annual leave loading
Your role
The Department of Communities and Justice (DCJ) is the lead agency in the Communities and Justice portfolio, which aims to create safe, just, inclusive and resilient communities through its services. Family and Community Services Insights Analysis and Research (FACSIAR) supports rigorous research, evaluation, data analysis, modelling and reporting across DCJ. Our work helps us to understand the areas of child protection, domestic and family violence, out-of-home care, social housing, homelessness, disability, ageing and the human services sector’s resourcing and business operations.
What you’ll do
As a Senior Evaluation Officer, you will be responsible for:
- Undertaking and coordinating evaluations of DCJ program effectiveness and efficiency in line with NSW Government best practice evaluation guidelines to inform improvements to DCJ policy, program and service design
- Designing and commissioning moderate to complex evaluations, including experimental and quasi-experimental outcome evaluations, working with DCJ economic analysis team to design and commission cost-benefit and cost-effectiveness evaluations to inform government on the impact of its investments
- Implementing systematic reviews of evidence, providing technical advice on effective programs and interventions as well as applying implementation science methodology and appropriate qualitative methodology
- Developing evidence-based program logics and design approaches to data collection, working with policy and program staff to ensure inclusion of valid and reliable process, output and outcomes measures as well as data sources and operational requirements
- End-to-end management of external evaluators undertaking medium to large-scale evaluations, including coordination across range of government, non-government and academic stakeholders
- Providing proactive and evidence-based advice to the business unit leader, Director and/or the Executive Director as evaluation projects are developed and implemented
- Researching and preparing advice in the form of briefs, policy and discussion papers in response to Ministerial, Cabinet or DCJ requests
- Working effectively with team members towards mutual continued development and quality assurance and providing feedback to each other on evaluation and research undertaken.
The Economic Analysis & Evaluation team has capabilities to build financial and actuarial models, develop and implement evaluation frameworks, and undertake projects to improve the impact and commerciality of decisions. We provide a robust evidence-base around what works to improve outcomes for clients and value-for-money for DCJ.
We lead economic analysis, data linkage and evaluation projects, and regularly partner with other government agencies, universities, industry peak bodies, not for profit organisations, service providers, and research organisations.
What we’re looking for
Essential requirements of the role
- Post-graduate research–based qualification in social sciences, health sciences or other related discipline with considerable experience in designing and commissioning or undertaking large scale complex outcome evaluation or intervention research, and a demonstrated commitment to ongoing professional development
- Knowledge and experience in complex evaluation or research methodologies including experimental and quasi-experimental designs is preferred.

In addition to meeting the essential requirements, the successful candidate would have strong capabilities in:
- Setting own priorities and those of the supervised staff
- Using own judgment under pressure
- Developing and maintaining effective working relationships, including negotiating timeframes
- Keeping abreast of policy developments in the state and national arena and understanding their possible impact on the analytical work being undertaken
- Keeping up-to-date and maintaining in-depth knowledge of analysis, modelling, research and evaluation methodologies and relevant information systems.
