About the role
As a Senior Technical Business Analyst, you will play a key role in shaping and delivering innovative IT solutions by understanding business, user, and process requirements. You will translate these insights into functional requirements and technical specifications that drive business transformation.
In this role, you will:
- Develop and deliver complex strategic IT business analytics that support agency and stakeholder objectives.
- Lead business requirement gathering, solution articulation, and stakeholder workshops to translate needs into actionable solutions.
- Create functional documentation, support change management, and facilitate testing to ensure high-quality implementation.
- Engage with technical and non-technical stakeholders, acting as a conduit to ensure clarity, alignment, and effective solution delivery.
- Provide leadership in project planning, including implementation, requirement gathering, change management, user acceptance testing, and training.
- Build and maintain strong relationships with stakeholders to ensure the technical compatibility and usability of solutions.
- Act as an escalation point for complex architecture and operational issues, working closely with internal teams and service providers to develop solutions and support business requirements.
- Prepare high-quality reports, briefs, and documentation to support agency and government requirements.

About You
To be successful in this role, you will have:
- Proven experience as a Technical Business Analyst, working on complex IT projects.
- Strong analytical and problem-solving skills, with the ability to translate business needs into technical requirements.
- Excellent communication skills, with the ability to engage and influence stakeholders at all levels both internal and external as well as deliver meaningful solutions to non-technical stakeholder groups.
- Experience in leading workshops, facilitating business and system solutions, and producing clear documentation.
- A proactive and solutions-focused mindset, with the ability to work independently and as part of a collaborative team.
- Stakeholder engagement expertise, with the ability to build relationships and manage expectations across business and IT teams.
- Strong business partnering skills, ensuring alignment between business objectives and technical solutions.
- Demonstrated ability in requirements gathering, translating complex business needs into clear and actionable technical specifications.
- Solution design experience, ensuring technical feasibility and business value in proposed solutions.
- Exceptional presentation and communication skills, able to clearly convey ideas, insights, and recommendations to diverse audiences.
Essential requirements:
- Tertiary qualifications in an ICT discipline and/or equivalent knowledge, skills and experience with demonstrated commitment to ongoing professional development.

About the Agency
The NSW Reconstruction Authority (the Authority) is a statutory corporation within Planning, Housing and Infrastructure. The Authority will improve how NSW plans for disasters and help communities to recover from them faster.
To reduce the severity and impacts of disasters, the Authority will complete critical planning and preparation with communities, NGOs, businesses, and government.
